When you order envelope liners and select mounting, does this include the cost of the envelopes?

No, the envelopes and envelope liners must be purchased separately. 

By choosing the mounting option on the liner, we will adhere the liner to the envelopes.  This can be done for either printed or blank envelopes and liners.
